Norwegian Church Aid began GBV emergency prevention and response activities in Northern Iraq (Nineveh governorate) in February 2016 as part of the emergency response to ISIS offensive. With an emphasis on specialized life-saving GBV services for survivors of GBV through safe spaces, PSS unit and mobile teams. It also utilizes community outreach teams to address stigma, challenge harmful norms, and strengthen community based social and protective structures to ensure that women and girls enjoy a life free of GBV, the programme engages men and boys to prevent violence, reintegrate survivors, and works with boys who has witnessed atrocities. To achieve their mandate, NCA has a team of dedicated GBV community outreach workers, case managers, psychologists, and psychiatrists who are the first points of contacts for the survivors.
Norwegian Church Aid is seeking a GBV Sub-Cluster Co-Coordinator for our Iraq office. The GBV Sub-Cluster has a co-leadership structure of UN with INGO/NGO under the umbrella of the Protection Cluster. At country level UNFPA leads the GBV sub-cluster coordination efforts and acts as provider of last resort, often in partnership with a government ministry or non-governmental organization. In the field, the aim of GBV coordination is to facilitate rapid implementation of GBV programming, including liaison and coordination with other sectors to facilitate integration of GBV interventions within their humanitarian response plans. GBV Sub-Cluster partners will target 403,294 individuals in 32 districts with access to multisectoral services for GBV survivors and those at risk of GBV, particularly women and girls, female headed households and child survivors of GBV, through engaging health, psychosocial, legal, safety and security, and livelihood service providers. Advocacy and coordination with the child protection, CCCM, Shelter/NFI, WASH and emergency livelihoods clusters will be strengthened to ensure effective GBV mainstreaming and implementation of plans relevant to GBV risk mitigation as per IASC Guidelines (2015). The sub-cluster will advocate and work in partnership with relevant national authorities to ensure that measures to protect women and girls are prioritized in national emergency planning and programming.
