Norwegian Church Aid is seeking a Child, Early and Forced Marriage (CEFM) Specialist to support the Humanitarian Division in the Department for International Programmes. As a specialist, you are expected to provide hands-on support to the country office teams in piloting the CEFM Toolkit and will be based in one country office with travels to the other pilot country. The specialist will be supported by a NCA HO GBViE Advisor.
Norwegian Church Aid has developed a toolkit on the prevention, mitigation and response to child, early and forced marriages (CEFM) in humanitarian settings, focusing on settings impacted by conflict and displacement. The toolkit is structured into four parts: Theory of Change, Implementation Guide, 8 Curricula and Training Guide. The toolkit is twofold, focusing on services (response) and changing norms (prevention).
Contract duration: ASAP until the end of 2021.
Duty station: Iraq or Somalia. Home-based options in neighbouring countries may be discussed.

Duties and responsibilities
- Review all parts of NCA’s child, early and forced marriges (CEFM) toolkit including literature review/revise training materials
- Work together with country office and HO to contextualise toolkit to CO context
- Train community outreach workers and caseworkers on how to implement the community outreach and service delivery activities
- Provide on-going support during the implementation phase, working closely with the outreach and caseworker teams to roll out the curricula
- Support CO to conduct baseline and endline rapid norms assessment (community outreach activities) as well as using the SDQ (service delivery activities)
- Work with HO GBViE Advisor to revise NCA’s global CEFM toolkit and curricula based on learning from pilot(s)
- Proactively reach out to potential donors, engage donor interest and lead proposal development to support the CEFM programme
- Prepare visibility materials to create visibility and awareness of the CEFM programme
Qualifications
- Minimum of 3 years professional experience in implementing prevention and response activities to child, early and forced marriages in emergency contexts.
- Gender-based violence and or child protection professional with MA or equivalent in Gender, GBV or Social Work with knowledge of protection, human rights, public health or other relevant field. Qualifications in psychosocial support and/or therapeutic interventions desirable.
- Experience in rolling out full implementation of norms change programme.
- Excellent trainer with ability to provide on-going coaching and mentoring and technical troubleshooting.
- Fluency English spoken and written required.
- Advanced knowledge of MS Word, Excel, PowerPoint and email/internet software.
